The memorial, known as the ''Memorial dedicated to the victims of fascist terror'', was located at the Jewish Cemetery in a special urban area, which is part of the city's urban landscape. As one of the three main memorials in the city area, dedicated to the civilian victims that died in the Second World War, this monument, together with the ''Family'' (Porodica) monument which is dedicated to the victims of the Novi Sad Raid and the Commemorative plaque on the synagogue dedicated to the deported Jews of Novi Sad, represents an official place of commemoration of the city representatives. Likewise this location, together with the synagogue, symbolically represents a key point for Holocaust survivors in the city area, or in other words, it represets a place of commemoration and memory of the citizens of Novi Sad that belonged to the Jewish ethnic group and who were killed during the Second World War. The 27th of January is the date that is chosen to be the remembrance day and the official city commemoration day which relates to the memorial on this location, as well as being the International Holocaust Remembrance Day. Unlike this location, the memorial at the synagogue has specific local characteristics and is connected to the 26th of April, or rather the day when the deportation of Novi Sad Jews into the concentration camps started.

Цео простор Јеврејског гробља у склопу чије целине се налази и ово спомен-обележје, заправо има наглашени комеморативни карактер и представља вишедимензионо место сећања које поред Синагоге има круцијалан значај у контексту идентификације и колективног идентитета припадника јеврејске заједнице у Новом Саду.
